Important service restrictions

An authenticated, repository-scoped, read-only RepoSync API is available subject to permissions and quotas. Customer Git fetch requires separate operator provisioning; customer Git push and SSH are not available. Repository sharing requires an explicit permission grant. Production certification remains outstanding.
